Transport modeling of accessing forest fires by ground means

The protection and development of forest ecosystems in the present economic conditions of Russia are associated with some difficulties. They can be covered by optimizing the allocation of resources. Forest management can be implemented by combining two directions: accessing the forest fire (an optimal access route based on the set of parameters like time and route’s length) and accessing the forest resources (logging).

METHODS

The developed geoinformation technology includes the stages of:
  1. building a regional transport network using ArcGIS tools and Network Analyst Toolkit,
  2. creating a transport model of ground access,
  3. producing a database of routes. The shortest routes to access the forest fires are built with the attributes of time, length, “corrected” with the elevation values.

The technology can be used both to create the routes from the archived data and for every day of ongoing fire season.

RESULTS

The transport model as a product is the basis for assessing the time and distance of fire brigade access to the fire detection site, inter-district and interregional maneuvering involving fire-fighting forces of neighboring subjects and forest fire departments of Federal subordination, for implementing a set of measures to protect forests and preserve biodiversity, as well as for the tasks of designing a new network of roads, glades, and stations for the concentration of forces and technical means. Using transport models will allow you to combine and expand the research of different groups of specialists.

The technology is of interest to management bodies at various levels responsible for the distribution of forces and means of extinguishing forest fires and solving the transport problem of ground access on public roads and forest glades. Technology can be used to the data of a single Russian administrative unit or/and region.
